The post-2011 destabilization of Libya led to a proliferation of small arms and light weapons, empowering non-state actors and escalating regional conflicts. This instability has affected North Africa, the Sahel, southern Europe, and beyond. Libya’s strategic location and fractured state make it a hub for arms trafficking, fueling conflicts and undermining political processes. The intersection of arms proliferation with human trafficking further destabilizes the region, creating revenue streams for criminal networks and exacerbating human suffering. Efforts like the EU’s Operation Irini have struggled to contain the flow of weapons. Europe's fragmented approach and reliance on Libyan factions for migrant control have compounded the problem, legitimizing militias and sustaining trafficking routes. The situation is further complicated by international involvement, with recent reports of Russian military deliveries defying UN embargoes. To address these issues, robust support for mediation efforts and credible governance roadmaps are essential for a durable solution.
