Abstract: Libya's fractured political and security landscape is dominated by hybrid armed groups that have morphed into quasi-state actors, hindering the nation's journey toward stability and sovereignty. These groups, deeply embedded in state institutions and supported by foreign backers, thrive on a predatory governance model detrimental to Libyan society. The recent return of the US to Libya with a new ambassador could be a positive step, but real progress demands dismantling the political economies that sustain these groups. This involves establishing transparent financial systems, supporting innovative interventions, and fostering inclusive political dialogue. Effective security sector reform, inspired by the Democratic Republic of the Congo's proactive disarmament and reintegration approach, is essential. The US must adopt a strategy focused on long-term solutions to dismantle entrenched hybrid groups, stabilize Libya, and restore its sovereignty.
