Abstract: As advancements in technology and innovation drive progress, the scarcity of skilled workers becomes increasingly apparent. While economic migrants still dominate international migration, projections indicate a growing need for foreign workers, especially in aging populations of developed countries. As Japan's experience illustrates, labor shortages can stifle economic growth. Automation may address some gaps but cannot replace all roles, particularly in services and highly skilled occupations. Amidst these shifts, countries are reevaluating immigration policies to attract and retain talent. Yet, challenges persist, including anti-immigrant sentiments and social tensions. Thus, a balance between reaping the benefits of skilled migration and preserving social cohesion is crucial.
