Moreover, regional interests profit from Libya's instability, hindering international efforts for peace. Despite the regular conflicts, the complexity of Libyan dynamics and opposing goals have created little incentive for Western action. The likelihood of a united Libya is still bleak due to the UN's repeated failures at mediating the conflict; armed factions continue to amass power and legitimacy and engage in violent acts without consequence.
