The ruling elite in Libya views disarmament and reconciliation talks cynically because they put their own interests ahead of national progress. As a result, Libya's future remains uncertain, with power struggles and a fragmented state defining its trajectory. If there isn't any real progress made, Libya runs the risk of regressing into violence once more and continuing its cycle of instability.
